中铁二十三局集团建筑设计研究院有限公司，隶属于中铁二十三局集团。前身为达州市建筑设计研究院 , 始建于1979年。2013年，设计院完成改制后由中铁二十三局集团有限公司全资收购，更名为中铁二十三局集团建筑设计研究院有限公司。

China Railway 23rd Construction Bureau Group Architectural Design Institute Co., Ltd. is affiliated to China Railway 23rd Construction Bureau Group. It was formerly known as Dazhou Architectural Design Institute originally established in 1979. In 2013, the design institute was acquired by China Railway 23rd Construction Bureau Group Ltd. after restructuring and was renamed as China Railway 23rd Construction Bureau Group Architectural Design Institute Co., Ltd. 

    中铁二十三局集团建筑设计研究院经过几代科技人开拓进取，锐意创新，现已发展成为专业设计配套齐全、技术力量雄厚、管理方法科学的综合型设计单位，2002年通过ISO9001：2000质量管理体系认证。截止2013年底，设计院已经拥有建筑行业（建筑工程）甲级，城乡规划编制乙级，工程勘察专业类（岩土工程）甲级、劳务类，市政行业（给水工程、排水工程、道路工程、桥梁工程）专业乙级资质，风景园林设计专项乙级，公路行业（公路）专业丙级。主要从事工业与民用建筑工程设计、城乡规划编制、工程地质勘察、岩土工程施工、风景园林设计、室内外装饰装璜设计、工程总承包、工程造价咨询服务等业务。公司拥有员工150人，各类专业技术人员占员工总数的85%，其中各类国家级注册人员30人。公司设有发展经营部、生产技术部、综合管理部、计划财务部4个职能部门；设有房屋建筑设计所、规划设计所、岩土工程研究所、装饰装潢设计所、工程造价咨询所等十多个生产部门，在成都市设有办公基地。

After pioneering and innovation with keen determination by generations of science and technology personnel, China Railway 23rd Construction Bureau Group Architectural Design Institute Co., Ltd. has developed into a comprehensive design unit with complete professional design supporting facilities, strong technical force and scientific management methods. It passed the ISO9001: 2000 quality management system certification in 2000. As at the end of 2013, the design institute had possessed Class A qualification of building trade (constructional engineering), Class B qualification for preparation of urban and rural planning, Class B qualification of professional geotechnical engineering of engineering investigation, and Class C qualification for labor service and municipal design. It is mainly engaged in engineering design of industrial and civil architectures, preparation of urban and rural planning, engineering geological investigation, geotechnical engineering construction, landscape architecture design, interior and outdoor decoration design, EPC, engineering cost consultation, etc. The Company has 150 employees and the number of professional technician accounts for 85% including 30 national chartered professionals. The Company has 4 functional departments, i.e. Development and Operation Department, Production Technology Department, Comprehensive Management Department and Planning and Finance Department; and over ten production departments, e.g. architectural design institute, planning design institute, geotechnical engineering institute, decoration design institute, engineering cost consultation office, etc. It has set an office base in Chengdu City.

    长期以来，设计院本着“质量第一、信誉至上”的经营宗旨，奉行“严谨、诚信、优质、创新”的服务理念，不断健全、完善质量保证体系，努力提高设计水平，刻苦钻研、探索创新。承担了大批重点工程和标志性建筑的设计工作，在黑龙江、山东、内蒙古、陕西、云南、贵州、重庆等省市以及四川省多个城市完成了众多建筑风格独特、功能完善的优秀建筑作品。先后获省、部级优秀勘察设计奖10项，市级优秀勘察设计奖28项。公司自创建以来，多次受到四川省建设厅、公司所在地政府及主管部门的表彰，先后荣获文明单位、综合治理模范单位、劳动保障信得过单位、模范职工之家、卫生先进单位等多项荣誉称号，被评为“AAA级守法诚信单位”和“国家质量信得过单位”，科技档案已达国标。

In the long them, the design institute has constantly improved and perfected the quality assurance system based on the operation tenet of “quality first and credit foremost” and the service idea of “preciseness, integrity, high quality and innovation”, striving to improve design level, study assiduously, and conduct exploration and innovation. It has undertaken the design of a large batch of key projects and landmark buildings and completed many excellent architecture works with unique architectural styles and complete functions in Heilongjiang, Shandong, Inner Mongolia, Shaanxi, Yunnan, Guizhou, Chongqing and other provinces and a number of cities in Sichuan Province. It has successively obtained 10 provincial and ministerial awards for excellent survey and design and 28 municipal awards for excellent survey and design. Ever since its establishment, it has been commended by the Department of Construction of Sichuan Province, the government and competent departments in the place where the Company is located for many times and won many honorary titles, e.g. civilized unit, model unit of comprehensive governance, trustworthy unit of labor security, home of model staff, advanced unit of sanitation, etc. and rated as “AAA Law-abiding Integrity Unit” and “National Quality Trustworthy Unit”. Its science and technology archives have reached Chinese standards.
